New Mexico has a complex gambling history. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the Native casino bandwagon. Politics assured that would not be the case.
The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to create an accord with New Mexico American Indian bands. When the task force arrived at an agreement with 2 important local tribes a year later, Governor King refused to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it appeared that Native betting in New Mexico was a certainty. But when the new Governor passed the accord with the Native tribes, anti-gaming forces were able to hold the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the accord, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the CNA, passed by the New Mexico house, to get the ball rolling on a full contract amongst the Government of New Mexico and its Native tribes. 10 years had been squandered for gaming in New Mexico, which includes Indian casino Bingo.
The non-profit Bingo industry has grown since 1999. That year, New Mexico charity game operators acquired only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Non-profit Bingo earnings have grown steadily since then. 2005 witnessed the greatest year, with $1,233,289 earned by the providers.
Bingo is apparently favored in New Mexico. All types of owners look for a slice of the action. With hope, the politicos are done batting over gambling as a key issue like they did back in the 1990’s. That’s without doubt wishful thinking.
