New Mexico has a stormy gaming past. When the IGRA was signed by the House in 1989, it seemed like New Mexico might be one of the states to cash in on the Native casino craze. Politics assured that wouldn’t be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to create a contract with New Mexico American Indian tribes. When the panel came to an accord with 2 important local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it appeared that Native gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Indian bands, anti-wagering groups were able to hold the accord up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing a deal, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full accord amongst the State of New Mexico and its Indian tribes. 10 years had been lost for gambling in New Mexico, which includes American Indian casino Bingo.

The not for profit Bingo industry has increased since 1999. That year, New Mexico not for profit game owners acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in 2001. Nonprofit Bingo earnings have increased constantly since that time. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the providers.

Bingo is apparently popular in New Mexico. All kinds of providers look for a piece of the action. With hope, the politicos are done batting around gaming as a hot button issue like they did back in the 90’s. That is probably hopeful thinking.
